CMS has posted the transcript and audio recording of the Recovery Audit Contractor Part B Special Open Door Forum which was held on April 14th. CMS reported that there were over 1,000 participants on the line. Many Part A providers participated in this call, as the Part A Call (get the transcript here) was filled to capacity nearly 15 minutes prior to the start of the call.
The formula for computing the maximum number of medical records that can be requested in 45 days is still somewhat up in the air, and CMS states during the call that they are still refining this with the RAC Contractors. When you consider inpatient, outpatient, IRF, physician services, etc, against multiple NPI numbers in an organization, there is a great deal of provider confusion over their maximum medical records exposure with the 45 day limit. One item that seems firm in clarification is the fact that the computation begins with a facility’s 2007 volume.
For many non-hopsital providers, including private practice physical and occupational therapists, Rehab Agencies, and CORFs, who have been ‘closed’ out of the Provider Outreach Meetings a review of this transcript and audio recording will provide a glimpse into the RAC process. CMS officials with the RAC program provided the presentation and Q & A on this Open Door Forum, while representatives from the RAC contractors participated in the call as “listeners”.
