Medicare Reviews are Targeting Rehab Providers
Medicare contractors are increasing reviews on therapy providers and the results can be devastating if you are not prepared. Comprehensive Outpatient Rehabilitation Facilities (CORFs) have been under scrutiny for years, but now special investigations by the Florida ZPIC (Zone Program Integrity Contractor) are underway to determine compliance with Medicare coding, billing and documentation as well as compliance with the CORF Conditions of Participation. A CORF can be called an orphan program: information is hard to find, not all regulatory references on various State websites are up-to-date, and the State Operations Manual’s CORF Interpretive Guidelines have not been updated since 2006 (despite key changes in CORF regulations since that time.
Physical therapists in private practice as well as CORFs, effective march 25, 2011 are now considered to be a “moderate” risk to the Medicare program, and as such enhanced enrollment efforts are underway that at the minimum will require site visits to validate the person that is enrolling or changing location.

The June (2011) issue of IMPACT the magazine of the Private Practice Section of the American Physical Therapy Association contained a feature article by Nancy Beckley: “Elements of Compliance: An Audit and Monitoring Plan Based on Risk Assessment.” The article is on page 18, and is timely in light of the requirments under the Patient Protection and Affordable Care Act that will phase that will phase in mandated compliance plans over the next 3 years.
